Following the transposition of the EU Industrial Emissions Directive into national law, businesses subject to the Federal Immission Control Act (BImSchG) are now required to draw up a baseline report for their organisation. The baseline report (AZB) describes the organisation’s current status with regard to hazards and risks to soil and groundwater. It also takes into account pre-existing contamination resulting from previous uses of the site. In specific cases, groundwater and soil investigations must also be carried out. The authorities require this AZB when granting a new permit or an amendment to an existing permit.
